How do we know with certainty that Waze is not part of law enforcement? Being used to slow traffic when there is no actual presence of law enforcement.
How do we know that law enforcement is not an active user of Waze or, law enforcement reporting "Police" while they are driving when, in fact, there is no Police at that location?
Highway patrol supervisors driving along the highway, hitting the "Police" button every 15 minutes?

Do you think for one second that HWP (Highway Patrol) would do that?
To put that into a context that you are able to follow; would YOU clock off work One Hour before you stop work and go home?HWP are Sycophants to their Lord and Master and are out to gouge as much cash from the subjects as possible to improve their favour to their Masters, WHY would they themselves impede their own progress? Q.E.D.
Remember, The Person to whom you speak with at a traffic stop is NOT a Police Officer sworn to serve and protect the community, they are part of the Governments personal Military force blindly bliffed into believing they are doing what is right (to improve the Gov. financial bottom line).
