Add WME support for multiple satellite image layers
Currently WME only supports a single satellite (aerial) image layer. While this seems to most often provide the latest imagery and resolutions as good as 30cm per pixel I frequently find that it is sub optimal for mapping efforts - especially when the images are from months where foliage occludes features.
Google Earth provides the ability to choose from multiple satellite image layers. I often find better layers that allow the editor to:
- improve the spacial accuracy of road segments
- determine stop points for rural HN and RPP (driveway intersections)
- ascertain whether a road segment is paved or not

In the US state of Vermont their E911 viewer uses aerial imagery that most often lacks foliage - better imagery to work with.
