Add start/end for average speed zones in WME and take them into account in the app
We need two new PH camera types for average speed zone start and end detection or a similar approach, which would allow the editors to map the start and end of average speed sections on top of the existing flag for the segments. The cameras would serve the following functions:
Indicate the start of a zone or a section in the zone - to be used for the alerts in the app instead of the segment flag. This would improve the accuracy and the experience for drivers who join the zone/section in the middle, including in residential areas where the zone/section segments are inside a village/town/city. This way drivers will not get an alert if their average speed can't be calculated because they joined in the middle of the section.
Indicate the end of a single section in a multi-section average speed zone - the average speed is calculated not for the whole zone, but for each section separately. Each section is determined by the road cameras, which are used for the measurement along the route. A zone could include many sections.
Ensure the correct calculation of the average speed for the driver for each section individually and not for the whole zone, once this function is added to the app. (See https://waze.uservoice.com/forums/59223-waze-suggestion-box/suggestions/49513613-show-average-speed-when-in-an-average-speed-zone)
The said functionality could be achieved by other means and new camera types are just a simple suggestion. It could also be a separate PH type or some other method. However, the real world situation is with cameras and currently the same cameras ARE used for belt/mobile phone etc. detection, so it would be nice if the implementation allows the editors to combine the camera types in a single camera on the map.
Also, the types could be start/end and intermediate and the app would determine itself if it is the start or the end of the zone depending on the direction of travel and the intermediate would signify a section start and end.
