Option to avoid premium elevated tollways (Skyway) while keeping regular tollways enabled

Add a toggle to Avoid Premium/Elevated Tollways (or disable specific high-cost toll segments) while keeping standard ground-level tollways enabled.
Description:
Waze’s current "Avoid toll roads" toggle is all-or-nothing, forcing drivers onto congested local roads. In the Philippines, standard expressways (like SLEX ground level) and high-cost elevated bypasses (like Skyway) are layered together. Drivers need a way to use affordable ground highways without being constantly rerouted onto expensive elevated skyways just to save a few minutes.
