Allow assigning road shields to alternatives names, too
Currently, the WME only allows assigning 1 road shield to the primary name.
This has a lot of limitations:
- The PN must be unique inside its state
- If a road has a local name, a Road Shield can only be assigned to the entire road (or the segments must be renamed).
It would be good to be able to assign 1 Road Shields for each alternative name, too (which is even already supported by the data model).
The Client, could then:
- randomly pick one road shield to show for that segment (for streets with multiple RS)
- must also look in ANs for a roadshield, as PNs may not have one.

The present implementation can also lead to unintentional modifications of shields on segments which are several miles away from the location being viewed in WME at the time - it feels wholly wrong for WME to provide native functionality that can allow an editor to alter parts of the map data they aren't even looking at, without even any indication that this is happening.

If we could add shields for alternate names, and if all RS were visible in the WME, it would make it easier to
-- trace the route of "hidden" numbered highways (which includes most of the state highways in Tennessee, because they run concurrent with US Highways),
-- spot random segments where a highway number has been erroneously assigned
-- see where Functional Classification maps have changed the route of a given state highway, and we've missed it.
