Make the UR Issues Tracker a Tracker and not a Filter
Currently the Issues Tracker is not a tracker, but rather a filter because it hides other URs (issues) on the map.
Ad an option not to hide URs on the map and display the default view (default setting in tracker)... so yes, we need to have some default options (that each user can change)... and when this option not to hide URs on the map to display the default view (including URs).
For example:
I always leave everything to see on my map - my default.
When searching for new URs or looking for URs with answers from reporters, I can change the options in the tracker settings. If I do this, the map will hide other URs from default.
Having this option not to hide URs, the map will still display URs as I have as default, but in the column in the left to only see the filtered URs as per my new settings.
This will save a tremendous of time and allow editors to spot other URs on the map.
For this reason I still use the extension UR-MP Tracker to track for URs and not hide URs on my map.
We plan to work on creating an issue tracker for UR in the near future.

Also need a way to omit filtering by state when we select 'Managed area'.
I want to see URs in all states that are in my managed area. -

Use UR-MP as an example of how it needs to work.

Also, the UR tracker introduces a lot of problems/conflicts:
Example: When filtering URs with comments from reporter and only the URs on which you have commented, you miss other URs without comments or URs commented by other editors... and in some cases the problem has been already fixed by one editor and the other editors are looking for the problem unaware that it has been already fixed, leading to enormous amount of time spent, which leads to frustration even between editors.

The other thing I would like to see on this is if you are trying to clean up UR's that do not belong to you and that other editors have responded to but are hanging out there, so you can easily sift through them and not see the ones you have responded to. Currently, there is no way to do that in the Issue Tracker.
