Evacuation zones
I know these currently exist via Champs/Coordinators, this is a suggestion on how these work.
We in NC have had a big issue with DOT not knowing every closed road and considered almost half the state as closed. NC leadership worked with champs and coordinators to get an evacuation zone set up. However, we noticed that routing through this zone was still enabled. Based on this here is 2 suggestions we came up with.
1 - Route Around - This suggestion is to restrict travel from outside the zone to outside the zone through the zone completely. This is the preferable option as it will keep users from entering possibly dangerous areas and also keep users from impeding emergency responders. Doing this could also reduce Waze's liability for routing users into hazardous areas that Waze would have knowledge of but the user may not.
2 - Message - This suggestion comes from the routing inside of the evacuation zone as this will display a message regarding this destination is in an evacuation zone and give an option for another destination. What we are suggesting is to use something similar for routing through the evacuation. I suggest "This routes through an Evacuation Zone" then details and give an option for other routes.

I 100% Agree with this. I also think Evacuation Zone Routes should be able to be made within the editor, and Toggled On & Off when needed, along with Shelters having the same logic.
Waze's routing Engine should also try to have traffic NOT evacuating -- be routed away from the evacuation route.

I think this is a great idea and I remember it used to function like this. The message is helpful, but the routing is crucial for the stated reasons Elijah presented above. I think this is a much needed component to the Waze Crisis response tools.

It used to do this, so it would be great if it did this again. A message is great, but these two items make helping evacs and getting help to those in need even better.
