Similar idea: Have the ability to specify is there is a person in the area. For example, add a separate construction option with the ability to report either an active construction zone (people working), an inactive construction zone (Nighttime, no workers present) and to specify lane closures due to construction (Right lane, Middle lane, left lane closed).
In addition, allow the user to specify if a vehicle or cop on the side of the road is sitting abandoned (no one around)/enforcing the speed limit (Not pulling anyone over) or if a car is newly broken down (people around)/a cop writing a ticket (lights on, out of vehicle).
