Thanks for your feedback. At this time, this doesn't fit on our roadmap, but we'll keep it in mind for future product planning.

A route's cost, the sum of both the route's duration and distance, would then replace the route's duration when it comes time to rank the routes with the best route being the one that costs the least.
By letting me, the wazer, pick the costs I can be assured that waze will only recommend using a toll road when the time saved justifies the added cost of the tolls.

An error occurred while saving the comment Kevin commentedWhile I completely agree with the need for this suggestion a road with curb side parking would benefit from the current implementation. I've actually explained this behavior to a number of wazers as "assumed curb side parking". An attribute on the road segment to toggle between current and suggested behavior seems reasonable.

An error occurred while saving the comment Kevin commentedThe waze map supports restrictions based on the number of occupants in the vehicle, the type of vehicle, the toll tag(s) on the vehicle, etc. In order to accurately plan future trips we need a way to tell livemap that, for example, the vehicle is a private car with three occupants equipped with a TxTag toll tag.
Ideally, all of these new settings would be included in livemap's URLs so that a specific configuration can be remembered from one session to another.

Right, Waze used to let wazers choose between the shortest (min distance) and fastest (min time) routes. With this new suggestion setting the cost of operating your vehicle high (cost / distance) and the cost for your personal time (cost / time) low would let you prioritize shorter routes over the fastest.
As for the question about the Lewisville TX interchange, it appears that the current choice is between paying $1.23 toll to take a 2 min / 1.8 mile route verses a free route that is 7 min / 4.9 miles. If you simply plugged in the standard cost of operating a vehicle ($0.56 per mile) we find that you'll save $1.74 in operating costs by paying the $1.23 toll. We don't even need to consider that it saves 5 minutes on your trip to see that paying the toll is the best value for the wazers.
