    It would be helpful to know when construction is on the shoulder (side of the road) and when there are people like lawn crews, jaywalkers, or others who may enter the road

    Add People as a Hazard on the Road. Jaywalkers, construction workers, joggers, . . . should warn drivers ahead of time of these dangers

    In my state, you must slow down to 45 MPH construction zones when workers are present. If there are no people you can proceed to posted construction speed (60 MPH in 70 MPH zone)
