I think it could also be beneficial to add the option of what shoulder a vehicle it pulled over on. That way you know when to get over and out of the way. I use my app every going to and from work as well as on long trips and I think it would be beneficial to let drivers reports more specific things like I have suggested.

I think it could be very useful to add more options to the bad weather, such as heavy rain, high water, severe weather - or even notifying the driver when they are traveling through an area with severe weather warnings or watches.
I think it could also be beneficial to add the option of what shoulder a vehicle it pulled over on. That way you know when to get over and out of the way. Another suggestion would be when the app sees there is heavy traffic well before and notifies the driver of different routes available due to the accident or whatever may be holding up traffic.
