Some manufacturers (Ford) have always-on power outlets. Another option is to detect when the car's bluetooth connection has unpaired (for those of us with in-car BT).

Yes, I do have a Sync-equipped Ford. The point here is that I, and probably other lurking Ford/Lincoln Wazers, have a GPS receiver sitting unused in the car that could take the strain off of the phone.
