why not just turn on the lights when you start driving? Thats what i do every time all the time. why not you got lights... just use them.

In Brazil we have to use the lights at Federal Street
Waze should help us reminding to turm on as soon as we acess these streets

Add voice message when app changes from daylight view to nighttime view, to remind drivers to turn in the driving lights. Sometimes garage attendants turn auto-lights off and drivers do not check or notice right away.
