Block update requests if wazer does not respond
If someone submits enough place updates that get rejected, they are blocked from updating places. I suggest that there should be something similar for Update Requests unless or until the mechanism is improved. (We have been waiting how long for a better way to communicate with reporters?)
Basically, keep track of when they submit a report, do not respond on it at all, and editors mark it as not identified. After a certain number of reports without response, provide an alert message and temporarily (or permanently) block their UR reporting until they reach out via the forums to local leadership. This can be a higher threshold than place updates, but should still be something relatively low. 20? 30?
