Allow permanent comments to be attached to objects (roads, places) i the map editor to pass information to Future Editors to understand why something was done in a certain way, or assumptions made by the editor when a edit is done.

This is something that we were told was coming "soon" back in 2014. For now, most editors usually just create a UR on the livemap and tag it with a [NOTE] annotation so that certain scripts will pick up on it and make it stand out.
