Blocking the creation of an item if the corresponding layer is inactive
Editors frequently create an item, such as a Parking Place, only to realise later that there was already a Place at the same location. The initial Place was not visible because the "Place layer" was inactive.
WME does not allow creating closures when the Closure layer is inactive.
The same logic should apply for other types of items, perhaps all items.

I would like to add that this doesn't work with Residential Point Places. If the layer is disabled, I can still create them. Link to video below:

If I'm not mistaken, when you create a place with the same name it tells you there is a duplicate.

That or automatically enabling the layer associated with the item type to be created.

Or just activate the layer when attempting to add it. Either way. I've seen parking lots that had 5 plus layers of PLA places on them because people didn't have the layer activated

I agree. I admit I've made the mistake multiple times before when I didn't realise I had a particular layer turned off.
