I agree that heavy rain or blinding rain should be a reportable weather condition. Not just "rain", which doesn't need to be reported at all!! I live in Virginia. This past Thu the rain was so heavy that drivers were almost stopping on the highway, and eventually pulling off to the road shoulder. Drivers that didn't pull over were impacted by the limited visibility and had to drive about 30-40 mph below the posted highway (I-66 and VA-267) speed limit, with emergency flashers on to be somewhat "safe". Very poor conditions!! Several roads also had 3-6 inches of standing water on them since the drainage systems couldn't handle the significant volume of water.
