The problem with this suggestion is that hazard reporting is generally time sensitive. Reporting police or something on the road is generally only useful when the information can be displayed immediately on the map for other Wazers behind the reporter to see. Adding the hazards retrospectively significantly reduces the value. Police regularly move, traffic hazards resolve, and traffic jams are dynamic, etc.
Though in small areas where there is no cell signal because it is blocked by builds or mountains, it might be useful. But it's a significant investment of coding time in what seems like small return. And an internet connection is required to use Waze.

I’m not sure what country you’re representing, but did you know there’s different languages in WME and the app?
If your country or language is missing from WME or the app, you can talk to the localising staff at Waze about adding your missing language. For example, English (Australia) was added to cater for some of the subtle differences in language between the default English, English US and English UK languages.
If your language is already listed, you can talk to your country’s localiser volunteer who may be able to change "unpaved" to "poor roads" in that language. It would then appear as “poor roads” for everyone using that language in the WME and app. If you don’t know who this is, reach out to your country’s coordinator for help.

The Waze Crisis team already keeps an eye out for disasters around the global and responds to them by closing roads, adding shelter pins to the map, adding evacuation zones to the map that warn users of danger, and much more. More info here: https://support.google.com/waze/partners/answer/6342326
