Add closures to new segments
It would be really great if we could add closures to segments just after creating them. Currently that's not possible. In this case, once the segments are built into the map, the closures would be added to them automatically
Why?
Sometimes city administrations make few changes in the traffic by creating new roads. The problem is that most of the times (at least where I live) we don't know exactly when those roads will be released. In addition, map build may delay.
So, as soon as we know a new road will be built, we can create it on WME and add a closure after that. Once the road is released, we can delete the closure.

@TheMet4lGod: it's not that difficult, actually. The idea is to have the closure active the very moment the tile build has taken place. There are situations where you want a new segment to have a closure active right from the start and there's no technical reason why this wouldn't be possible. As a matter of fact: this can already be done right now, but the end time of the closure may not be more than 48 hours in the future. This suggestion would mostly just get rid of that limitation, but that would probably require some sort of "orphaned closures removal" task to run periodically in the back-end.

How can you add a closure to something that doesn't exist on the app? Unless the map data on the app was streaming the new information, you're still going to have at most a 24 hour wait period before you can apply the closure (assuming the tile build doesn't fail).

Another scenario is when you make the mistake of adjusting the geometry or any other change to a segment and save the change, then you can't create a closure including that segment and have to wait for the next map build at least.

@quantumjedi my personal workaround for pre-creating roads is to create segments as a type that will not appear in the app, such as runway. that gets them in the system and a segment ID attached. then once the roads are closer to being opened i convert them to a drivable type and add an RTC.
i've used this method for a state highway that is in the process of being updated to an interstate, to get the new interchanges and access roads in place. just be sure to let other editors in your area know what you're doing via map comment or discord or slack or whatever you're using in your area...

Currently, if a segment is deleted or splitted, it's not possible to add closures to it.
Because of this, sometimes I had to wait two rounds of tile updates in order to make some kinds of changes.
To solve this problem, I suggest letting users add closures through the snapshot mode.
Real-world scenario (SS attached)
Few weeks ago, this segment was permanently deleted without previous advice. As this area is very critical for the traffic of the city, I added a closure to the segment to avoid users to be routed through it.
However, because of the closure, I couldn't delete that road. For this reason, I've disallowed the turn from the other segment into this one, waited the tile update, then removed the closure and finally deleted the segment.
The whole process took about four days!
