Route of Last Resort RTC
Ability to create an RTC (or TBSR) that will permit routing on the segment as a last resort (effectively make it a PR from a penalty perspective).
This would be very helpful for soft construction closures that are marked "local traffic only"
Thanks to all who submitted and voted on this suggestion! It has been added to our backlog.

This is useful for emergency situations like Hurricane recovery. Similar to https://waze.uservoice.com/forums/59225-map-editor-suggestions/suggestions/48912476-evacuation-zones

This would be awesome! Changing to PR is a workaround but if you forget to get to it in time when closure is done then we impact routing.

Having discussed this feature with other fellow editors, we have some suggestions of how this might work the best.
Each segment with this type of soft-closure would make every attempt to get the user onto a LS+ segment unless it's the only way to the destination. So this is different than just treating contiguous closed segments like a PR. Essentially, you would add a penalty at each junction to continue on to another soft-closed segment. This accommodates what highway authorities generally intend with "local access only" closures.

A closure which allows local routing yet limits long distance routing would be a great tool to have!
