And while implementing extra report options... please also provide in a way to individually mute them (or per class)
The more chatter, the more some people will get annoyed.... I drive each day about 120km to work and back and I can't count the number of "vehicles on shoulder" which don't really affect me (but I have no way right now to switch it off without switching off all).

Would be pretty subjective. And you're not going to get fined for driving below the real speed limit.

On the whole would make it less intuitive for most people, what to do e.g. if the highway is really blocked... only use your way or then reroute? what if it's not blocked, but severely slowed down, ...
The interface to be able to select exactly your road would also be pretty "clunky" compared to the current interface: select roads for a route, remove roads, add missing parts?... . So I'm not that pro the suggestion.What I and most people using waze do is put waze on, drive the same road to work, in the beginning waze will try to guide you to another route, but after a while you will see your route appear with the ETA.

I have the same problem that waze takes you to the right place if you follow its directions, but the choice of roads it sometimes takes is abysmal.

Waze gets you where you need to be, but you may not want to drive on all roads Waze takes you. One of the gripes I have with Waze, but also with all other GPS systems I know, is that they sometimes take you through very smal roads to get to a place while there is a very good alternative route which may be only slightly longer.
What I had in mind is a driver profile in the waze client that let's Waze know you want the nice roads for your car, or whether it can drive "anywhere".
In the editor a new attribute would have to be added that allows for this distinction. If want to go to place A, and my profile is "nice car" waze would need to select the route going the most over "nice roads".

It would also be extensible to trucks, cars with RVs, ...

Not everyone uses waze, maybe your street is just a good way to cut off some piece of the road from A to B, and lots of people come to the same conclusion to drive through your neighbourhood.
Trying to change it in waze will probably not have an impact, probably better to try and make the street itself safer, having government make the street less wide, speed bumps, ...

I don't work for Waze, but maybe it's not even a Waze problem... do all people driving through your mini-highway use Waze?
For the rest a street is a street, the route is a consideration of distance and speed. Supposing people will still need to drive from origin to destination, if they don't take your street they will take another street, traffic will not decrease in general.
I did once create a proposal that would help your problem (not 100%): https://www.waze.com/forum/viewtopic.php?f=657&t=113062 ... I do admit current waze (jan 2016) makes some very bad street choices sometimes.
For the quick and dirty quick fixes....
- Talk to government to make your street less hospitable for speedy cars... speedbumps, flowerpots on the side
- Annoy Waze.... report police control in your street, report "street closed because of work" ... if you do the latter ... not nice to waze, but you don't want to be I guess... you can see whether it has an impact... If you report the street as closed for x days and there's no decrease in traffic, it's not a waze problem since waze will not route through your street then. -

Why would you drive through a cemetery? Passing a cemetery, who cares. If you're driving, you should be old enough not to believe in zombies ;)

I don't think it can be helped. It's probably a GPS accuracy problem, your roads are too close to each other and GPS can' pinpoint your position accurate enough.

This suggestion will not be implemented for the time being. Adding more and more options to reporting, especially for less popular types of reports such as other side which will also require another window/card, is not something we are aiming for at the moment. Please be aware that other side reporting is already available by voice using the Google Assistant! We believe investing in voice can create essentially a better and more scalable experience and we hope to bring it to more languages soon.

I see some problems with, but I'm not completely against it... iCoyote has the same feature.
But: the moment you report a cop in motion, the data is stale: does it matter the cop was at your position 'in motion' 15 minutes before you are there, he's probably somewhere else now (else he would not be 'in motion'). So I think usefulness would be limited.
I would at least build in some annoyance factor when using the 'police tracking' feature. A beep from time to time e.g. so that people don't leave the option on.

Only problem I see is that it will make reporting a lot more complex.
