I think a good way to see live restrictions in the app would be to use the same orange/white striping on the segment but WITHOUT the barricade pins. I think that could communicate that the road is closed, but don't worry about it because it's normally closed at this time (such as recurring events like farmers markets, street fairs, or walkable districts).
But again, this visibility on the app should be controlled with a flag on the restriction in WME.
