    Sounds good in theory. But I see drivers being frustrated if the map is missing a traffic light and the app doesn’t let them report a broken traffic light because of it.

    I believe this depends on how the construction report was added. If by a user while driving it should still ask you. But if it was added by a local authority then it may not.
