    Multiple states are now enforcing "Move Over/Slow Down" for ALL stopped vehicles on shoulder with flashing lights. FL, TN, & VA are some states that have enacted these changes this year. I think it should be considered that "Disabled Vehicle" be split into "Abandoned Vehicle" (NOT subject to move over laws) and "Vehicle on Shoulder (w/ Lights/Cones/Ped present)" (IS subject to move over laws). That way, mobile construction zones can also be accounted for in addition to breakdowns, police, EMS, and wrecker services.
