It's been over a year since the team had been "looking' into it. Could we please raise the priority of this, since there are often times that a junction becomes to complex and one has to redo an entire JB and this is error prone.

Inasmuch as I'm in favour of preventing spam, this may, however, have unintended consequences for editors who raise multiple URs in succession while driving. They may do so to mark various locations, just so they can come back to them to apply relevant fixes. Especially so now that we see usernames on URs. I'm one such example.
Perhaps, in addition to rate limiting drivers on the number and frequency of reports they can generate, there should also be a trust level system applied, whereby seasoned editors aren't impacted by such limits.

Given that now in most countries automated replies are sent to URs from Map_Team account, it would be even more useful to have this feature such that editors can take ownership of URs without having to reply to URs as their first message.
