Try adding those locations to your "Favorites", and naming them any way you please. In other words, the capability already exists.

If you "pre-travel" your route (finger-scroll the map) while you are on WiFi, Waze data usage will be MUCH less while you are actually driving the route.
You are not the only user who is extremely irritated at Waze's apparent inaction on fixing the broken Google Assistant voice report feature. Unfortunately, the irritated users probably do not know of this forum, so the numbers do not accurately reflect users' real opinions.
Methinks the programmers are too busy implementing somebody's orders to add glitzy "features" (i.e. voices & icons), rather than fix this REAL safety feature.
Perhaps Google wants to migrate Wazers to Google Maps?
Oh ... here is a tip: Some very old versions of Waze do not have this reporting bug ... but, ya gotta look for 'em, and learn how to install that earlier version.
